This publication extends the architecture into a large-scale government reference model.

It describes how government can be modeled as a federation of independently operated business-unit systems built on shared 3D Core and Government Core structures. It also documents the generated government environment and the reference models used to examine data sharing, governance, aggregation, and incremental implementation across government.
