Provincial Data Exchange

The 3D Architecture is designed to support data exchange between provinces.  If multiple jurisdictions use the core models for government, healthcare, etc, they will be able to exchange data with no programming effort.

So when a citizen moves from one jurisdiction to another their data can follow them.
